most outbreaks of Legionnaires disease are caused by bad management
- the HES
- WATER MANAGEMENT SYSTEM addresses this fully:-
- It condenses the H.S.E. and other guidelines so that they
are easily complied with and understood.
- Written proof of compliance is always conveniently at hand.
- Very little input is required from the customer to instigate
or maintain the system
- All information pertinent to the system is filed in the
same place.
- Responsibilities are clearly defined with a good communication
and responsibility chain.
- Hence the possibility of an outbreak of Legionnaires disease
is minimal.
It is now a legal requirement that all employers must
keep information and records of water treatment management for
at least 5 yrs.
It is our policy that successful water treatment is not just
about chemicals. The HES - WATER RECORD
SYSTEM is designed as a flexible record system to
include assessment, operation and the future maintenance of
your water systems in accordance with:-
- Health and Safety at work Act (1974), as it relates to potential
risk to employees.
- Health and Safety Executive Guidance Notes - HS(G)70, LEGIONELLA
PHEUMOPHILA, which provides the basis (and notable legal basis
of prosecution), as they relate to the satisfactory control
and operation of all water based systems.
- C.O.S.H.H., as they relate to the control of hazardous chemicals.

This comprehensive system covers the following ten points
designed to protect you, your personnel and your plant and equipment.
- Introduction to the system and record of responsible person.
- Risk assessment and documentation.
- Consultant visit reports.
- Bacterial monitoring reports.
- System schematics and data.
- Programme of treatment and dosing logs.
- Year planner and system schedules.
- Certificates.
- Correspondence.
- Product and material health and safety sheets.

HES CONSULTANCY SERVICE
The success of your programme is dependent upon the maintenance
of the correct water conditions. HES consultancy service make
available to our clients a staff of experienced Chemists and
a fully equipped analytical laboratory.
We believe that the correct application, monitoring and control
of your water treatment programme is a very important factor
in the overall success of any programme. It is therefore HES's
policy to provide you with on site technical expertise second
to none.
Your HES Consultant will:
- Call at client's site and service at approximately quarterly
intervals.
- Test water samples pertinent to efficient operation of the
plant
- Consult with operating personnel on methods of increasing
overall efficiency and effectiveness of the programme
- Submit a written report of the service call to the client
- Advise on treatment dosage and bleed/blowdown schedules
- Conduct bacterial analysis of systems with a report at
the next visit
- Monitor site treatment stocks and advise/order as required
- Update and review the site HES
WATER MANAGEMENT SYSTEM.

RISK ASSESSMENT
BACTERIA AND TEMPERATURE MONITORING OF SITE,
COOLING TOWER, TANKS AND HOT AND COLD TAPS
HS(G)70 has stated that site water storage tanks and cooling
towers should be regularly monitored and cleaned when required.
We propose to monitor the bacteria level within all site water
storage tanks (Calorifiers) on a monthly basis. Temperatures
of these systems will be monitored and recorded at the same
time.
Results of the above monitoring service will be included in
the HES - WATER record system.
A risk assessment of all the water systems on site will be
included in the cost of this proposal. This document will be
reviewed on an annual basis.
The systems to be monitored are:
- The chilled and associated plant water.
- Domestic showers
- Calorifiers
- Washrooms
Your site is mains water fed and the above would ensure that
areas of risk such as shower heads, Calorifiers, cooling units
do not present a risk to your employees.

COST
HES will undertake a site survey before submitting full
costs to cover the following.
The Water Treatment consultancy and all the chemicals required
for the annual operation of your plant . Plus all the bacterial
monitoring of the water systems on a quarterly basis.
Plus the following:
- All the Legionella testing of the CWS and HWS yearly.
- Boilers (LPHW) monitored for optimum water treatment
chemistry on a quarterly basis (during operation).
- All chilled systems monitored for optimum water treatment
chemistry and biocide levels.
Risk assessment review plus addition monitoring on the domestic
systems reviewed on an annual basis to allow for additional
changes to your site. Recommended for HS(G)70 and approved code
of practice.
